Press release distribution strategy framework
This press release distribution strategy framework maps six route categories by function and sets out the hand-offs and evidence to define before proceeding.
This press release distribution strategy framework starts with a buyer-controlled newsroom page and recorded manual outreach as the baseline for one authorised announcement job in England. It treats wire distribution, paid placement, monitoring and earned editorial as distinct route categories, admitted only when they solve a defined problem. No campaign, supplier or audience response was tested here.
What to take away
- Compare candidate routes by what each immediately does, not as substitutes, because their functions differ.
- Publication of an approved page and technical acceptance by a contracted endpoint are observable buyer events, unlike attention or traffic.
- Every hand-off needs a sender, recipient, approved input, expected output, evidence and failure queue.
- A supplier's status word such as "published" must be defined before routes can be compared.
- A proceed decision covers one version and destination set, and stops when authority, support or access changes.
The job and the event every route must serve
Compare every route against one job sentence: "We need [verified fact] available to [defined people] so they can [specific task], subject to approval by [owner]." Placeholders are not evidence or approval. An assertion such as "get attention" cannot be accepted, because no eligible audience or observable event is defined.
Job sentence fields
- Verified fact
- Defined people
- Specific task
- Approval owner
- Source, date, jurisdiction, uncertainty
Then name the event, eligible population, evidence source, owner and review trigger. Syndication, indexing, independent editorial publication, attention, readership, referral traffic and commercial effect belong in later fields and may remain unknown.
Observable objective checklist
- Name the event
- Name eligible population
- Name evidence source
- Name owner
- Name review trigger
- Record disconfirming evidence
Six routes, six different jobs
Take the Manchester rota example and compare the buyer-controlled newsroom page with direct email outreach to shift managers. The first hosts the approved version and gives an audit trail. The second sends to named recipients and records delivery. They do different jobs.

Unknown fields stay open. No winner follows from this desk exercise, and a route with an open evidence cell cannot be compared with one whose cell is filled.
Record cost inputs separately
Cost drivers for UK routes are not fixed here because public rate cards change. This framework does not compare current fees. Wire distribution is priced by word count, target list, region, multimedia and monitoring. Regional outreach is priced by placement count, journalist time or retained days.
Paid placement is priced by site, audience size and duration. Request a current written quote and record the payer, unit and expiry, so that routes can be compared on the same unit.
Whose contacts a route uses
The wire row sends to a supplier list, which makes it a contact-data question. The ICO's business-to-business marketing guidance says that to use publicly available personal data to send marketing to an individual, even in a business context, you need to comply with the UK GDPR.
For electronic mail, check whether the Privacy and Electronic Communications Regulations 2003 (PECR) apply to the proposed recipient and message. Record the applicable basis and review date.
Assign each hand-off
For every transition, enter sender, recipient, approved input, expected output, evidence and failure queue. A content owner may hand an approved file to an operator. The operator may submit only that version. The evidence owner reconciles the returned status vocabulary.
| Hand-off | Sender | Recipient | Approved input | Expected output | Evidence |
|---|---|---|---|---|---|
| Source to operator | Content owner | Operator | Approved file | Submission of that version only | Version record |
| Operator to endpoint | Operator | Contracted endpoint | Approved version | A returned status | Status vocabulary |
| Status to record | Operator | Evidence owner | Returned status | Reconciled status | Reconciliation note |
If a supplier uses "published" without defining whether that means hosted, syndicated or accepted, stop the comparison. The source record travels with the file at every step.
NCSC SaaS security guidance supports questions about provider access, logging, recovery and service change. It does not establish the security of an unnamed platform. The security reviewer should define the required evidence and recovery authority.
Checks that no route can offset
Each route also has to clear the same checks, and one cannot make up for another. A cheap quote does not repair an unlicensed image, and a clean contract does not support an unproven claim.
- Claimsrecord the proposition and substantiation. CAP Code Section 3 requires documentary evidence for objective claims in marketing communications within its remit.
- Rightsrecord licence scope, territory and expiry. The evidence is the signed licence.
- Accessible formatsrecord the format and review date. The evidence is an accessibility sign-off.
- Contract and costrecord parties, term, exit, payer, budget and unit. The evidence is the signed order and a written quote.
Build evidence in before you choose
HM Treasury's Magenta Book says evaluation should be built into an intervention's design and delivery from the earliest stages. The same planning principle applies here: fill the evidence column before the send, not after it, and do not assume an announcement produced a later effect.
The decision sheet ends with route, rationale, unresolved facts, owner, evidence due, buyer-set date and expiry. A proceed decision is limited to one version and destination set.
Stop when authority changes, a claim loses support, a contact objects, a right is unclear, an accessible format fails review or an account cannot be recovered. If the required evidence cannot be collected without disproportionate risk or ambiguity, use the manual baseline or stop.
Common questions
How should different announcement routes be compared?
By function. A newsroom page hosts the approved version, direct email sends to named recipients, and a wire distributes to a supplier list. Compare what each route immediately does, not as a substitute for another.
What does each hand-off need?
A sender, recipient, approved input, expected output, evidence and failure queue. The operator submits only the approved version, and the evidence owner reconciles the returned status vocabulary.
When should a proceed decision be stopped?
When authority changes, a claim loses support, a contact objects, a right is unclear, an accessible format fails review or an account cannot be recovered.
