Part of Press release distribution supplier selection framework

Five gates for choosing announcement software, from identity to controlled observation

Use gated evidence to select software for one England announcement, with exact service, data, access, correction, testing and clear exit records.

Selection starts with a rejection test: if a service cannot evidence the exact contracting entity, UK-available edition and controllable output needed for one authorised England announcement, it does not enter comparison. Define the immediate job in one sentence, such as publishing an approved newsroom item or sending it to a reviewed contact subset.

A broad claim about reach cannot repair that gap. This method was compiled on 6 September 2026. It is desk research only: no account was opened, no file was uploaded and no supplier response was tested.

This article gives a selection method, not a ranked comparison. It sets out five gates and does not score suppliers or name a winner.

What to take away

  • Reject any service that cannot evidence the exact contracting entity, UK edition and controllable output for one England announcement.
  • Keep syndication, indexing, journalist attention, readership and commercial effect outside acceptance because the interface cannot establish them.
  • Mark fields unresolved where first-party documents disagree rather than choosing the most favourable wording.
  • A pass shows only that the observed configuration preserved a field, produced a status or supported export.
  • The decision stays HOLD until every applicable legal, privacy, rights, accessibility, security, procurement, finance, commercial and editorial owner signs their own gate.

Write an acceptance card

Describe the immediate job in one sentence. For example: publish an approved newsroom item, send it to a buyer-owned and reviewed contact subset, or transmit it to endpoints defined in a contract. Do not combine those functions.

Acceptance card fields

  • Source version
  • Permitted operator
  • Destinations
  • Required fields
  • Evidence returned
  • Correction route
  • Exit artefacts

The acceptance card should contain the source version, permitted operator, destinations, required fields, evidence returned, correction route and exit artefacts.

Worked example, illustrative only: an England announcement about a new public advice line opening time.

Acceptance card

Source version
Approved news release dated 6 September 2026
Permitted operator
Buyer's named press officer
Destinations
England regional newsroom list held by the buyer
Required fields
Headline, date, body, contact
Evidence returned
Sent status and time-stamped log
Correction route
Email to the named duty editor
Exit artefacts
CSV of sends and deletion record

This is an example, not a real client or campaign.

Gate 1: identity and service

Ask for legal name, company number where applicable, trading name, contracting address, invoice issuer and every group entity involved in support or processing. GOV.UK's company information service shows the register facts available from Companies House. Registration alone says nothing about a product's quality or active capability.

Fix the edition, plan, add-ons, geography and evidence date. Save the first-party service description, terms, privacy material and support scope. Where these documents disagree, mark the field unresolved rather than choose the most favourable wording.

Gate 2: people, content and rights

Map the contact source, intended purpose, subscriber category, objection route and suppression process. The ICO's B2B marketing guidance warns that public personal data is not automatic agreement to marketing and is currently under DUAA review.

For supplied copy and assets, record creator, owner, licence, territory, media, term and alteration permission. IPO copyright ownership guidance says commissioned work does not automatically transfer to the commissioner.

Reject a candidate if it relies on a database label as proof of permission or treats upload as authority to distribute copyrighted material.

Gate 3: access, recovery and accessibility

Request evidence about administrator roles, authentication, logs, support access, incident handling, account recovery, export and deletion. NCSC supplier assurance questions provide a practical enquiry set; they do not certify a vendor.

Ask which content structures survive transmission and how the configured result can be inspected. Government accessible-format guidance is useful for planning audience needs and supplier responsibilities, but it cannot prove a commercial service is accessible.

Gate 4: commercial evidence

Record currency, VAT statement, price unit, period, quantity, term, renewal, support, correction and exit charges. Leave them blank without a current UK quotation. Compare only like units after the buyer supplies its actual volume; do not invent a typical price or expected return.

Illustrative worked example only: a buyer with 12,000 licensed sends a year records that 12,000 figure, asks for a quote per 1,000 sends and compares the same unit across suppliers. A current UK quotation is the document type to keep with the card.

Gate 5: controlled observation

Prepare an authorised fixture safe for the chosen destination or a synthetic non-news record held in a test environment. Record input, expected status, operator, time, logs and clean-up. Never test by sending dummy news to journalists. Keep a dated UK test log as the document type.

A pass can show that the observed configuration preserved a field, produced a defined status or supported export. It cannot establish future reliability, compliance, publication or impact. Keep the manual newsroom and authorised outreach route as the no-purchase baseline.

No weighted score may compensate for missing permission, evidence or recovery.

Before you act

  • Write an acceptance card describing one immediate job only.
  • Record legal name, company number, trading name and invoice issuer.
  • Map contact source, purpose, subscriber category, objection route and suppression.
  • Request evidence on administrator roles, authentication, logs and account recovery.
  • Leave commercial fields blank without a current UK quotation.
  • Prepare an authorised fixture or synthetic non-news record for testing.

Common questions

What should an acceptance card contain?

It should contain the source version, permitted operator, destinations, required fields, evidence returned, correction route and exit artefacts. Describe the immediate job in one sentence, such as publishing an approved newsroom item or sending it to a reviewed contact subset. Do not combine those functions.

Why is a label not permission?

Because a contact label is not consent. Gate 2 sets out the permission test, and upload is not authority to distribute copyrighted material.

What can a controlled observation pass establish?

Gate 5 sets the limit. Record input, expected status, operator, time, logs and clean-up, and never test by sending dummy news to journalists.
