Costs and pricing
Part of Press release distribution costs: building an England announcement budget with six ledgers
Comparing announcement pricing structures against doing it by hand
Compare announcement pricing structures and a manual baseline on common units, evidence boundaries, total cost, correction, renewal and exit.
What to take away
No announcement pricing structure is cheapest in every case. Compare each named provider and model against doing it by hand. Use the same England announcement job: one authorised version, buyer-defined recipients or endpoints, one release window and specified evidence. Add a correction route and an exit requirement.
- Price each model on the same announcement job, including one correction unit and the exit figure.
- Record net cash, gross cash and full economic cost separately, and put unknown where evidence is missing.
- A lower calculated total cannot cure unclear contact provenance, missing rights or an unusable correction path.
- Payment timing needs its own comparison field because equal totals can carry different cash exposure.
- Show the buyer's manual baseline even if it produces no supplier invoice. Calling it free conceals resources.
- Price a correction as a repeat unitone extra self-serve package is typically around £50 at the published Pressat rate, while a wire resubmission is quote-based.
- Renewal and exit figures depend on term, notice and unused volume, so ask for the early termination amount in writing.
- Named examples include PR Newswire and Business Wire for per-release wires. EIN Presswire and Pressat sell self-serve packages. Prowly, ResponseSource and Mynewsdesk sell subscriptions. Cision and Muck Rack sell managed or monitoring contracts. Google Ads and Meta Ads sell paid placement.
Common comparison basis
Record these cost fields
- Net cash, gross cash, full economic cost
- Currency, VAT basis, charging event
- Period and quantity
- Minimum commitment, included support, additions
- Overage rule, renewal and exit cost
- Put unknown where evidence is missing
Do not turn an annual fee into a per-release figure unless the buyer supplies a credible usage quantity and the calculation shows that assumption.
HMRC explains that VAT treatment depends on the supply and circumstances. For consumer-facing price claims, the CMA's current price transparency guidance addresses mandatory fees, taxes and charges. The buyer needs qualified advice on which rules apply to its transaction; these sources do not settle an invoice by analogy.
Like-for-like comparison: named providers and models
Use these named examples to price each model. PR Newswire and Business Wire sell per-release newswire distribution. EIN Presswire and Pressat sell self-serve packages. Prowly, ResponseSource and Mynewsdesk sell subscription or managed access.

Public price signal, typical or quoted as of 2026
- Buyer-owned manual baseline
- No supplier invoice. Typical UK press officer salary £25,000 to £45,000. Freelance PR day rate £250 to £600.
- Per authorised submission: PR Newswire, Business Wire
- Quote-based. Typical UK single release hundreds of pounds. Global circuit can exceed £1,000. Multimedia extra.
- Volume bundle: EIN Presswire, Pressat
- EIN Presswire publishes self-serve tiers, typically around $99 to $399 per release. Pressat UK packages typically from around £50. Check current rate card.
- Subscription: Prowly, ResponseSource, Mynewsdesk
- Prowly public plans typically from around $250 a month. ResponseSource and Mynewsdesk quote annual terms, typically hundreds to low thousands of pounds.
- Managed service: Cision, PR Newswire
- Quote-based. Enterprise contracts typically five figures a year for wide distribution and monitoring.
- Paid placement: Google Ads, Meta Ads
- Auction pricing. Typical display CPM £2 to £10. Search CPC £0.50 to £3. Budget caps control spend.
- Monitoring licence: Muck Rack, Cision, Meltwater
- Quote-based. Typical UK media monitoring subscriptions from low thousands to tens of thousands of pounds a year.
Technical transmission and paid placement remain different services even if one contract sells both. Monitoring is another line. Independent editorial publication is not a pricing model because the editorial decision is not the supplier's saleable output.
Compare totals without false precision
For model m, use:
Buyer total formula terms
- fixed cash(m)fixed cash
- unit charge(m) x approved quantityunit charge
- additions(m)additions
- irrecoverable VAT(m)irrecoverable VAT
- internal labour(m)internal labour
- correction and exit provision(m)correction and exit
buyer total(m) = fixed cash(m) + unit charge(m) x approved quantity + additions(m) + irrecoverable VAT(m) + internal labour(m) + correction and exit provision(m)
All terms are blank until evidenced. Run low, base and high buyer scenarios by changing documented quantities, not by importing an industry average. State the period and retain the unrounded inputs. If a minimum term spans several campaigns, do not allocate it to one announcement without explaining the rule.
Worked example: one England announcement, one authorised version, buyer-defined recipients and one release window. The labour rate is illustrative: the table's freelance day rate range of £250 to £600 gives about £50 an hour at a mid-point eight-hour day. Replace every input with your documented quantity.
Compare totals
Illustrative inputs for one announcement
- Self-serve package, Pressat typical published rate
- £50 package, six hours at £50, one £50 correction unit
- Per-release wire, PR Newswire or Business Wire
- £450 release, four hours at £50, one resubmission at £225
- Buyer-owned manual baseline
- 12 hours at £50, existing tools £25, no supplier invoice
Illustrative buyer total
- Self-serve package, Pressat typical published rate
- £400
- Per-release wire, PR Newswire or Business Wire
- £875
- Buyer-owned manual baseline
- £625
The three totals use the typical public signals above, not quotes. The buyer's own documented quantity decides which model wins, and the manual baseline wins on cash only when the labour is genuinely spare.
Payment timing needs its own comparison field. An advance annual commitment and an invoice after each accepted unit can share the same arithmetic total, yet differ on cash exposure, cancellation and reconciliation.
Ask when liability arises, which evidence releases payment, how credits are issued and whether unused volume survives the term. Leave amounts empty until the contract and quotation answer those questions.
Non-compensating decisions
A lower calculated total cannot cure unclear contact provenance or an unusable correction path. Missing rights stay disqualifying, and so does an unlabelled paid placement.
Withhold a winner?
Are required terms still unknown?
withhold the winner
check if models buy different outputs
NCSC's supplier assurance questions cover incident responsibilities and evidence that controls operate. That evidence is not a price input and not a product approval.
Withhold a winner when required terms remain unknown or the models buy different outputs. The decision owner should recheck the chosen edition, quote, tax presentation and contract immediately before commitment, then reconcile invoices and usage before renewal.
A final comparison also carries the buyer's manual baseline: approved labour, existing systems, supervision, correction and opportunity-cost method. Rate it on the same six terms as any supplier.
Before you act
Before you act
- Compare every model against the same England job
- Record net, gross and full economic cost separately
- Put unknown where evidence is missing
- Run low, base and high documented scenarios
- Leave amounts empty until contract answers
- Check each provider's current rate card
- Reconcile invoices and usage before renewal
Decision cue. For one or two announcements a year, price the self-serve package and the manual baseline first. For regular releases, price a volume bundle or a subscription so a term spreads across more units. For monitoring-heavy work, price a monitoring licence as its own line rather than folding it into a release fee.
Common questions
Why is no single pricing structure cheapest in every case?
Each model charges on a different unit: submissions, purchased volume, term access, placement or monitored population. Price the same England announcement job: one authorised version, buyer-defined recipients or endpoints, one release window and specified evidence, plus a correction route and an exit requirement.
Which named providers does this article compare?
PR Newswire and Business Wire sell per-release wires. EIN Presswire and Pressat sell self-serve packages. Prowly, ResponseSource and Mynewsdesk sell subscriptions. Cision and Muck Rack sell managed or monitoring contracts. Google Ads and Meta Ads sell paid placement.
What should a buyer do when required terms remain unknown?
Withhold a winner when required terms remain unknown or the models buy different outputs. The decision owner should recheck the chosen edition, quote, tax presentation and contract immediately before commitment. Then reconcile invoices and usage before renewal.
Why must the manual baseline appear in a final comparison?
It carries approved labour, existing systems, supervision, correction and opportunity-cost method, so it sits on the same six terms as any supplier.
